India has eased documentation norms for rice exports to parts of Europe, allowing shipments without a mandatory inspection certificate for 6 months, as per Reuters report. The change applies to both basmati and non-basmati rice, as per a government notification issued on Friday.
The inspection certificate is usually issued by the country’s export inspection agency and confirms compliance with quality standards. The latest move removes this requirement for select destinations on a temporary basis.
The exemption is not uniform across Europe. The requirement for an inspection certificate will continue for exports to the European Union, the United Kingdom, Iceland, Liechtenstein, Norway and Switzerland.
Shipments to these markets will still need prior certification before dispatch. Exporters supplying to these regions will follow the existing process without any change.
For other European countries outside the specified list, exporters can ship rice without obtaining the inspection certificate during the 6-month period. This applies to both categories of rice exported from India.
The notification does not alter quality standards or testing requirements. It only removes the need for the certificate as part of export documentation for the specified duration.
The removal of the certificate requirement reduces one procedural step for exporters targeting eligible markets. This could shorten documentation timelines and ease shipment processes during the period.
However, exporters dealing with multiple European destinations may need to manage different compliance requirements based on the country of import.
The relaxation has been introduced for a fixed period of 6 months. No indication has been given on whether the measure will be extended beyond this timeline.
India is a major exporter of rice globally, supplying both basmati and non-basmati varieties across regions. Changes in documentation norms can affect shipment timelines and administrative processes.

The notification creates a split framework for exports to Europe, with some markets exempt and others unchanged. Exporters are expected to align shipments with destination-specific rules during the 6-month window.
