Union ports, shipping and waterways minister Sarbananda Sonowal announced that the government will focus on executing shipping schemes in 2026-27, with emphasis on time-bound implementation of key initiatives. 

Key Priorities for FY27 

The ministry will prioritise time-bound rollout of three shipbuilding schemes, fast-tracking five National Mega Shipbuilding Clusters, and enabling 0.7-1.0 million gross tonnage of new capacity over 3-5 years.  

Additional goals include anchoring a ~60-vessel 'Make in India' fleet plan and operationalising 20 additional national waterways. 

Support Initiatives of the Schemes 

The government will commission inland ship-repair hubs and implement ONOP digitisation to cut dwell time by up to 25%. A ₹4,000-crore Hyundai-CSL facility investment reflects the execution-led approach to maritime competitiveness.  

The Container Manufacturing Assistance Scheme aims to build domestic capacity of 0.75 million TEUs annually, creating over 50,000 jobs. 

Current Progress of the Schemes 

Three major shipbuilding schemes are ready for implementation. The National Shipbuilding & Heavy Industries Park in Tamil Nadu will be the first developed as a 50:50 special purpose vehicle between Centre and state government. Multiple domestic yards are finalising brownfield expansion plans to avail scheme support. 

Ancillary Industry Support 

The ministry has put provisions in place for ancillary industries within proposed Greenfield Shipbuilding Clusters, including concessional land lease rates, capital subsidies, common infrastructure, and single-window clearances.
