CBDT Invites Stakeholder Inputs on Draft Income-tax Rules Ahead of April 2026 Rollout

The Income-tax Act, 2025, received the assent of the President in August 2025 and is scheduled to come into force from April 1, 2026.
Ahead of the final notification of the Income-tax Rules and Forms, the proposed rules and related forms have been uploaded on the Income Tax Department’s official website, www.incometaxindia.gov.in, to encourage wider stakeholder participation.
The draft Income-tax Rules and Forms have been prepared after broad-based consultations to ensure alignment with the provisions of the Income-tax Act, 2025.
Stakeholders Invited to Submit Suggestions
Stakeholders are encouraged to review the proposed rules and forms and submit their suggestions, which will be compiled and considered before the final notification.
CBDT Seeks Feedback Under Four Key Areas
As part of the consultative process, the Central Board of Direct Taxes (CBDT) has invited inputs and suggestions from stakeholders under the following four categories:
- Simplification of language
- Reduction of litigation
- Reduction of compliance burden
- Identification of redundant or obsolete rules and forms
Dedicated Utility Launched on E-filing Portal
To facilitate the submission of feedback, a dedicated utility has been launched on the income-tax e-filing portal and can be accessed through the following link:
https://eportal.incometax.gov.in/iec/foservices/#/pre-login/ita-comprehensive-review
The utility has been made live and is accessible to all stakeholders since February 4, 2026.
Submission Process and Guidelines
Stakeholders can submit their inputs by entering their name and mobile number, followed by OTP-based authentication. All suggestions should clearly specify the relevant provision of the proposed Income-tax Rules or the applicable Form number, including the specific rule, sub-rule, or form, under which the recommendation is being made within the four identified categories.
