
The Bihar government has awarded a ₹100 crore contract to BLS International Services Limited for the establishment of Permanent Enrolment Centres (PECs) for Aadhaar-related services in the state, according to PTI report. The project will be carried out over a period of five years.
The PECs set up under the project will be responsible for Aadhaar enrolment, updating resident information, and providing supplementary Aadhaar services.
The centres will also manage Aadhaar-related processes across different stages of the lifecycle of a resident’s record. All services will be delivered in line with guidelines laid down by the Unique Identification Authority of India (UIDAI).
This project follows an earlier work order awarded to BLS by UIDAI for setting up and operating district-level Aadhaar Seva Kendras (ASKs).
The ASK programme focused on providing Aadhaar services at district headquarters. The new PEC contract expands the scope of work to include permanent centres across a wider geographic area in Bihar.
The 5-year execution timeline allows for phased implementation of the PECs across the state. These centres are intended to function as fixed facilities, unlike temporary enrolment camps, and are expected to handle regular enrolment and update requests.
The project forms part of Bihar’s broader efforts to strengthen access to digital identity services.
BLS International is involved in providing technology-enabled services in areas such as citizen services, governance support and financial inclusion.
The company operates in over 70 countries and has executed similar service delivery projects for government and public sector clients. In India, it has been associated with multiple Aadhaar-related assignments.

As of January 21, 2026, 12:10 pm, BLS International Services share price was trading at ₹285.35, a 1.65% decrease from the previous closing price.
The ₹100-crore PEC project is expected to expand Bihar’s Aadhaar service infrastructure over the next 5 years. By adding permanent enrolment centres to the existing district-level facilities, the state plans to provide more consistent access to Aadhaar enrolment and update services for residents.
