The capital market regulator, the Securities and Exchange Board of India (SEBI) reported a total income of ₹2,713 crore for FY25, marking a 31% increase from ₹2,075 crore recorded in FY24, according to its latest audited annual accounts.
The market regulator also saw a sharp expansion in its capital fund, which rose to ₹7,235 crore, registering nearly 30% year-on-year growth. The increase reflects stronger inflows from regulatory activities and investment income during the financial year.
One of the key contributors to the growth was a significant jump in settlement and compounding charges, which climbed from ₹104 crore in FY24 to ₹815 crore in FY25.
Under SEBI’s settlement mechanism, entities facing enforcement proceedings can resolve cases without admitting guilt by paying a settlement fee.
The regulator’s investment portfolio also expanded during the year. Its investments included:
In its audit review, the Comptroller and Auditor General of India (CAG) highlighted certain internal control concerns. The report noted discrepancies between balances recorded at the head office and branches, suggesting that some transactions were not fully reconciled or accounted for.
The audit also pointed out unreconciled differences in lease deposits, where the liabilities shown in financial statements did not match the lease deposit amounts calculated based on executed agreements.
Additionally, the physical verification report identified assets marked as “disposed of” that had not yet been removed from the books, indicating lapses in asset accounting procedures.
