SEBI Introduces SWAGAT–FI Framework: Aims to Simplify Registration for FIIs

The Securities and Exchange Board of India (SEBI) has announced the rollout of the Single Window Automatic and Generalised Access for Trusted Foreign Investors (SWAGAT–FI) framework, aimed at simplifying the registration and compliance process for foreign investors in India.

Unified Registration Across Investment Routes

In two circulars issued on Friday, SEBI enabled a common registration mechanism for Foreign Portfolio Investors (FPIs) and Foreign Venture Capital Investors (FVCIs) across multiple investment routes. The framework is designed to reduce repetitive compliance requirements and documentation, thereby lowering the regulatory burden for eligible investors.

Eligible Investors and Key Beneficiaries

According to the regulator, the benefits of SWAGAT–FI will be available to both existing and new FPIs that meet the specified eligibility criteria. Primary beneficiaries are expected to include SEBI-registered entities such as central banks, sovereign wealth funds, appropriately regulated and broad-based mutual funds, insurance companies, and pension funds.

Regulatory Background

The framework follows earlier amendments to the SEBI (FPI) Regulations, 2019 and the SEBI (FVCI) Regulations, 2000, which provided for the introduction of SWAGAT–FI for FPIs and FVCIs. The provisions outlined in the circulars will come into effect from June 1, 2026.
