Government Allocates an Extra ₹6,982 Crore to BSNL for Capital Expenditure in 2025

The central government has announced fresh financial backing for Bharat Sanchar Nigam Limited (BSNL), approving ₹6,982 crore in additional capital expenditure for 2025. The move is aimed at accelerating the rollout of the state-run telecom operator’s 4G network across the country, strengthening its position in India’s competitive telecom market.
Capex Support Builds On Past Revival Packages
Minister of State for Telecom, Pemmasani Chandrasekhar, confirmed in a written reply to the Rajya Sabha that the sanctioned funds are meant to enhance BSNL’s 4G coverage nationwide. This latest support comes on top of multiple revival measures worth ₹3.22 lakh crore over the years. These include a ₹69,000 crore revival package in 2019, ₹1.64 lakh crore sanctioned in 2022, and spectrum allocations for both 4G and 5G valued at ₹89,000 crore in 2023.
Network Rollout And Operational Progress
According to the news reports, as of July 31, 2025, BSNL has installed 96,300 4G sites across India, of which 91,281 are already operational. The sustained investment and expansion highlight the company’s progress in building a robust 4G network, which remains central to its growth and turnaround strategy.
Profitability Signals A Revival
The government’s revival initiatives have not only aided network expansion but also improved BSNL’s financial health. The telecom operator has been generating operating profits since FY 2020-21. For the recent quarters of FY 2024-25, BSNL reported net profits of ₹262 crore in Q3 and ₹280 crore in Q4, signalling a steady financial recovery.
