As per PTI report, Cash usage patterns across India’s ATM network showed a shift in 2025, with overall withdrawals softening even as the value per transaction increased, reflecting changing consumer behaviour amid higher digital payment adoption. 

Withdrawal Volumes and Ticket Size Trends 

According to the CMS Consumption Report 2025, the monthly average cash dispensed per ATM in 2025 stood at ₹1.21 crore, compared with ₹1.30 crore in 2024–25.  

The data is now reported on a calendar-year basis, a change from the earlier fiscal-year presentation, and comparable calendar-year figures for 2024 were not available. 

 Despite lower aggregate withdrawals, the average ticket size rose 4.5% year on year to ₹5,835 in 2025 from ₹5,586 in 2024, indicating fewer but larger cash withdrawals per visit. 

Regional Patterns and Urban Split 

State-level data showed wide variation. ATMs in Karnataka recorded the highest withdrawals at ₹1.73 crore per machine, while Jammu and Kashmir reported the lowest at ₹83 lakh per ATM.  

By location type, semi-urban and rural areas continued to see stronger cash usage, with average withdrawals of ₹1.30 crore per ATM in 2025, compared with ₹1.18 crore in metro areas and ₹1.11 crore in urban centres.  

CMS noted that climate events such as monsoons, heatwaves and pollution, along with festivals and ease of mobility, influenced month-to-month cash demand. 

Consumption Insights from Merchant Data 

Using cash management data from merchants, CMS highlighted shifts in consumer spending following GST reforms introduced in September last year.  

Insurance emerged as the second-largest component of an individual’s wallet in 2025, accounting for 25% and recording 32% growth. In contrast, spending declined in education by 7%, hospitality by 9%, and media and entertainment by 15%.

The 2025 data points to a gradual moderation in ATM cash withdrawals alongside higher transaction values, underscoring evolving payment preferences and region-specific demand dynamics across India.
