As per the PTI report, Maharashtra is reviewing its labour regulations with a proposal to extend the daily working hours for private sector employees to 10, up from the current 9. This move aims to modernise its employment laws while aligning with global standards and promoting workplace flexibility.
The Maharashtra government is evaluating a labour department proposal to amend the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017. Under this change, daily working hours for private sector employees could rise to 10.
The amendment will require cabinet approval, and discussions are currently at an early stage. The revised law may also extend coverage to establishments with up to 20 employees instead of the current 10.
One of the important updates being proposed is an increase in legally permissible overtime from 125 hours to 144 hours per 3-month period. The cabinet is also considering introducing mandatory break periods during continuous work hours to mitigate employee fatigue and improve overall productivity.

A key progressive step under review is allowing women employees to work during late shifts, expanding their participation in sectors that require round-the-clock operations. This inclusion will be formalised once the national labour codes are finalised, indicating broader changes are also forthcoming at the central level.
Labour Minister Akash Fundkar explained that despite laws specifying 9 working hours, many private businesses already require employees to work longer without appropriate compensation. The state aims to legalise and regulate such practices while ensuring safeguards like breaks and fair overtime limits. No final decision has been taken yet, and further deliberations will continue before any law is passed.
The Maharashtra government’s proposed labour reforms target increased flexibility, legal clarity, and enhanced coverage for private sector employees. If implemented, these changes could redefine employment conditions, promoting inclusivity and aligning with international norms.
