The Karnataka government has announced relief for small merchants facing GST notice pressure by offering to waive past tax arrears if they voluntarily register under the Goods and Services Tax system. The decision also distinguishes traders dealing only in exempt goods, who will not require registration.
Karnataka Chief Minister Siddaramaiah resolved the ongoing GST-related dispute by declaring that merchants who received tax demand notices will not be pursued for arrears if they agree to register under GST moving forward. The move applies to roughly 9,000 businesses that received around 18,000 notices based on UPI transaction data over the past 3 years. The waiver is conditional upon merchants registering and becoming compliant with GST laws.
Merchants trading solely in GST-exempt goods such as milk, vegetables, flowers, and meat will not need to register for GST. The government has instructed tax authorities not to collect dues from such dealers, aiming to reduce confusion among small traders.

The tax notices stemmed from traders’ annual UPI transactions exceeding ₹40 lakh in goods or ₹20 lakh in services. Many traders argued that this included personal transactions or loan takings, leading to erroneous tax demands. As a result, traders in several cities started boycotting digital payments, fearing increased scrutiny. The CM, however, discouraged this shift, warning it may negatively affect business growth.
To prevent future disputes, the CM directed GST officials to launch awareness campaigns. These will help small business owners understand regulations better and avoid unintended violations. He also promised direct access to GST offices to resolve issues without intermediaries, boosting transparency and trust.
Karnataka’s decision to waive GST arrears for traders who register offers relief to small businesses grappling with compliance concerns. By differentiating exempted sectors and prioritising education, the government aims to streamline tax collection while supporting local merchants.
