Centre Environment Panel Approves Way for Adani Power, NLC India, and GMR Group’s Coal Plant Expansions

The Ministry of Environment, Forest and Climate Change’s expert panel has approved expansion plans for coal-fired thermal power plants by Adani Power, NLC India, and GMR Group. These projects together account for an additional 2,470 megawatts (MW) of capacity. The decisions were made during the panel’s meeting on June 20, 2025.

Adani Power: Lanco Amarkantak Project

Adani Power has been permitted to expand the Lanco Amarkantak plant in Korba, Chhattisgarh by 1,320 MW. The company acquired the plant in September 2023. The expansion will involve setting up 2 units of 660 MW each. The company aims to increase its total thermal capacity from 17.5 GW to 30.67 GW by FY32.

NLC India: Talabira Phase-II

The panel also cleared NLC India’s Phase-II expansion of its Talabira Thermal Power Project in Odisha. The new phase will add 800 MW to the plant. Phase I, which is already under development, has a planned capacity of 2,400 MW. With both phases, the total capacity of the Talabira plant will be 3,200 MW.

GMR Group: Odisha Plant

GMR Group received approval to add a 350 MW unit to its imported coal-based plant in Odisha. The current capacity of the plant is 1,050 MW. Post-expansion, the capacity will rise to 1,400 MW. The project uses imported fuel and is located near the coast.

Other Projects 

3 other proposals, from NTPCJSW Energy, and Jindal Power, did not receive approval. NTPC’s 800 MW Stage-II project at Darlipali was returned for revision of documents. JSW’s plan to double capacity at its Chhattisgarh plant and Jindal’s request to amend an existing clearance were also sent back.

Conclusion 

India added 4.53 GW of new coal power in FY25, against a target of 15.4 GW. The rest has been moved to FY26, where 12.86 GW is now expected to be added. The country’s total installed power capacity is 476 GW.
