Winter Session 2025: What is the Expected Timeline for ITR Forms FY26?

During the winter session of 2025, the government has clarified that a CBDT committee is working on finalising the changes in ITR forms, which will be released before FY27-28.

Most taxpayers have already filed their Income Tax Returns (ITRs) for FY 2024–25, and many are now looking ahead to the next financial year. However, the Income Tax Department has not yet issued the ITR forms for FY 2025–26. 

This issue came up in the Lok Sabha during the winter session, where MPs asked the Finance Ministry if the new forms would be released by January 2026.

When Will the New ITR Forms Be Released?

The Finance Ministry did not commit to any specific date. Instead, it provided a broad timeline, saying the new ITR forms (aligned with the upcoming Income Tax Act, 2025) would be issued before the tax year 2027–28.

This timeline suggests that the government could take until 31 March 2027 to notify the updated forms for the first tax year under the new law. The process involves consolidation and simplification, which must be completed before Assessment Year 2026–27, when taxpayers will file returns for FY 2025–26.

What Changes Are Expected in the New ITR Forms?

The government is currently working on redesigning the forms to match the new tax framework. This includes updating rules and formats based on amendments expected in Budget 2026.

A committee under the Central Board of Direct Taxes (CBDT) is consulting tax experts, industry representatives, and officers to finalise these changes. The aim is to simplify the forms, reduce complexity, and ensure they are practical for a wide range of taxpayers.

Will the New ITR Forms Be Easier to Use?

The Finance Ministry has said that the upcoming forms are being created with user experience in mind. The goal is to:

  • make the filing process smoother,
  • reduce compliance burden,
  • improve assessment systems, and
  • offer better taxpayer services.

The final outcome will be visible only once the forms are officially notified.

Why Timely Release of ITR Forms Matters

Last year, taxpayers and chartered accountants faced difficulties because the ITR forms were released late. This led to a short filing window and increased pressure on the system. Technical glitches on the Income Tax portal added to the frustration, often delaying the process even when filings were initiated early.

Early release of ITR forms for the next financial year would help avoid similar issues, giving taxpayers and professionals more time to prepare.
