The Maharashtra government is preparing to introduce a policy that would require vehicle buyers to furnish proof of an allocated parking space before registering their new car. This move is part of a broader strategy to tackle the worsening traffic and parking crisis in urban centres, particularly in the Mumbai Metropolitan Region. Transport Minister Pratap Sarnaik announced the measure following a high-level meeting focused on improving space management in the state’s cities.

Addressing Parking Shortages and Congestion in Urban Areas

According to Minister Sarnaik, the acute shortage of parking across the region has reached a critical point. To address this, the Urban Development Department is exploring innovative options such as constructing underground parking spaces beneath designated recreational grounds. This approach is aimed at expanding parking infrastructure without affecting the city’s green zones.

Pod Taxi System to Boost Urban Mobility

In addition to parking reforms, the state is planning to introduce a pod taxi system to enhance urban transport connectivity. Minister Sarnaik recently reviewed a presentation on this initiative and visited Vadodara, which is expected to be the first city in the world to launch a commercially ready suspended pod-car network. Maharashtra is also considering implementing similar systems in areas like Mira Bhayandar and the Bandra Kurla Complex to strengthen links with metro services and ease last-mile connectivity issues.

Parking Certification to Become Mandatory for Vehicle Registration

The upcoming directive will make it compulsory for car buyers to provide a certificate from the concerned civic body, confirming the allotment of a parking space. The government intends to implement this rule as part of a comprehensive parking policy. Developers will also be held accountable for including adequate parking facilities in all new residential projects. Minister Sarnaik emphasised that new vehicle registrations would be denied if the buyer fails to produce an approved certificate of parking space.

Similar Parking Policies Emerging Across Indian Cities

Maharashtra is not alone in considering parking-related regulations. Other Indian cities such as Chennai, Bengaluru and Delhi have discussed or implemented similar policies to deal with rising vehicular density. Chennai’s parking policy includes provisions for mandatory proof of parking, a dedicated parking management unit, designated zones, and variable fee structures. These measures are intended to promote responsible car ownership and encourage the use of public transportation.

Global Examples of Parking Regulations

Countries around the world have adopted different approaches to managing car ownership through parking regulations. In Japan, a ‘proof of parking’ certificate is mandatory before vehicle registration, particularly in cities like Tokyo. This system has proven effective in limiting the number of cars and reducing illegal parking.

In China, Beijing has implemented a similar policy that requires residents to prove access to an approved parking facility before purchasing a car. Meanwhile, Singapore continues to impose strict vehicle ownership controls through a Certificate of Entitlement system and tight parking regulations for all new developments.

Implementation Strategy in Maharashtra

The state transport department is expected to begin by surveying and cataloguing available parking spaces. Each approved spot will be assigned a unique identifier, and new vehicle registrations will need to be linked to one of these designated spaces. This process aims to ensure that vehicle density in each locality remains within the limits of available parking infrastructure, thereby helping to alleviate congestion and discourage unauthorised street parking.
