In a significant move aimed at improving accountability, the Maharashtra Real Estate Regulatory Authority (MahaRERA) has de-registered nearly 18,693 real estate agents. These cancellations stem primarily from failure to renew registrations and non-compliance with mandatory training and certification requirements.

This action forms part of MahaRERA’s broader push to bring professionalism and clarity to the state’s real estate sector, which has historically suffered from opaque practices and limited oversight.

Regional Impact of the De-Registrations

Among the de-registered brokers, the largest numbers come from key real estate hubs within the state. Mumbai city accounts for 2,463 agents, while the suburban areas contribute 5,538. Thane has 4,303 brokers removed, and Pune has seen the deregistration of 3,476 agents.

Since its establishment in May 2017, MahaRERA has registered over 50,000 agents. With the latest crackdown, around 31,980 registrations remain active, reflecting a growing focus on compliance in the intermediary segment.

Importance of Certification and Training

MahaRERA requires all registered agents to undergo formal training in key aspects of the Real Estate (Regulation and Development) Act, 2016. This includes topics such as the model sale agreement, allotment procedures, carpet area definitions, and the defect liability period.

These training modules aim to equip agents with the knowledge necessary to guide homebuyers through legally sound and informed property transactions. Many agents, however, failed to meet these obligations, resulting in their removal from the register.

Why Some Agents Choose Not to Renew

Reports suggest that several agents opted not to renew their licences as they mainly operate in the secondary resale market. Transactions in this segment may not always fall under MahaRERA’s regulatory scope, which could explain a perceived lack of incentive to comply.

Regardless of this reasoning, the regulatory authority has made it clear that failure to hold a valid registration and certificate will lead to strict action, particularly from January 2024 onwards, when certification became mandatory for all new and renewing agents.

Maharashtra Leads in Broker Registrations

Despite the cancellations, Maharashtra remains the state with the highest number of registered property brokers in the country. The Konkan region, which includes the Mumbai Metropolitan Region, has the most registrations at 21,050. Pune follows with 8,205, then Nagpur with 1,504, North Maharashtra with 490, Sambhajinagar with 343, and Amravati with 237.

This reflects the state’s role as a major player in India’s property market and the continued relevance of certified intermediaries.

MahaRERA’s Reach Goes Beyond Maharashtra

Interestingly, agents from over 150 cities outside Maharashtra have also registered with MahaRERA. These cities include New Delhi, Gurgaon, Prayagraj, Hyderabad, Bengaluru, Goa, Ahmedabad, Patna, Jammu, and Indore. This points to the state’s growing influence in shaping professional standards and practices in real estate across India.

Certification: A First-of-Its-Kind Move

MahaRERA stands out as the first state-level real estate regulator to make certification mandatory for brokers. This landmark requirement came into effect in January 2024 and applies to both new registrations and renewals.

The initiative addresses longstanding concerns about untrained agents entering the property market and offers a structured path to improving trust and consumer protection.
