ITI Limited has signed a ₹1,901 crore agreement with BSNL for the NER-II Package-15 under BharatNet Phase-3. The contract includes work in Arunachal Pradesh, Nagaland, and Manipur. Reports suggest that the agreement was signed with ITI acting as the Project Implementing Agency on behalf of the Universal Service Obligation Fund (USOF).
Out of the total ₹1,901 crore, ₹1,168 crore is set aside for capital expenditure. ₹700.84 crore is allocated as operational expenditure for the newly constructed network. An additional ₹32.21 crore is to be used for maintaining the existing infrastructure in the region.
In addition to Package-15, ITI has also signed agreements with BSNL for Package-8 for Himachal Pradesh and Package-9 for West Bengal and the Andaman & Nicobar Islands. The combined value of all 3 packages stands at ₹6,956 crore.
ITI and its consortium partner were declared the lowest bidder for Package 15 in November 2024. The BharatNet Phase-3 project is divided into 16 packages and covers all states and union territories. BSNL invited tenders for design, construction, upgradation, and maintenance under the DBOM (Design-Build-Operate-Maintain) model.

The BharatNet Phase-3 aims to extend optical fibre connectivity across rural and remote areas. The project includes middle-mile infrastructure designed to connect Gram Panchayats to the core network. ITI’s role involves end-to-end delivery from design to maintenance.
On July 1, 2025, at 09:12 AM, ITI share price is trading at ₹339.95, a 0.98% increase. The stock has gained 8.74% over the past 12 months but is down 13.04% on a year-to-date basis.
With three package wins under BharatNet Phase-3, ITI’s total project value now stands at ₹6,956 crore. The contracts are spread across northeastern states, Himachal Pradesh, West Bengal, and the Andaman & Nicobar Islands.
