Rajasthan High Court Makes Registration Mandatory for Ola, Uber, Swiggy, Zomato Gig Workers

The Rajasthan High Court has introduced regulatory measures impacting app-based transport and delivery firms like Ola, Uber, Swiggy, and Zomato, as per news reports.  

In a significant move, it has mandated registration of all gig workers with the State Transport Department and DG, Cyber, aiming to enhance security and accountability in the gig economy. 

Mandatory Registration and Identity Verification for Gig Workers 

Effective from February 1, 2026, all gig workers will be required to register with both the Director General, Cyber and the State Transport Department. A uniform with a QR code and an ID card will be compulsory for identification while on duty.  

Additionally, by March 1, 2026, all vehicles used by gig workers must bear commercial number plates. Only authorised individuals registered with the companies will be allowed to drive during duties. 

Cyber Safety Measures and Police Verification 

In response to growing concerns on crimes involving digital platforms, the court has emphasised cyber safety. All e-commerce and courier partners must hire gig workers only post-police verification and full background checks.  

Companies must also deploy AI tools for real-time activity monitoring and share quarterly reports with cyber cells to flag suspicious behaviour.

Ensuring Representation of Women in the Gig Workforce 

To encourage gender balance and improve women’s safety in public transport, the High Court directed companies to ensure that at least 15% of their drivers are women within the next 6 months.  

This proportion is expected to increase to 25% over the following 2 to 3 years. The Court urged the Additional Chief Secretary (Home) to coordinate further actions needed for monitoring and enforcing these guidelines.
