On September 14, 2025, India’s Defence Ministry unveiled the Defence Procurement Manual (DPM) 2025, a comprehensive framework to simplify, streamline, and rationalise revenue procurement for the armed forces.
With revenue procurement valued at around ₹1 lakh crore for the current fiscal, the new manual aims to ensure that required resources are available on time and at the right cost.
A new chapter in the DPM 2025 focuses on encouraging in house design, development, and production of defence items and spares. This initiative aims to reduce dependence on imports, promote domestic expertise, and create opportunities for startups, academia, and private industry to contribute to India’s defence sector.

The revised manual not only streamlines processes but also ensures timely delivery of critical resources to the armed forces. By balancing speed, accountability, and support for domestic suppliers, the DPM 2025 is expected to accelerate India’s journey towards self-reliance in defence.
