The Karnataka government has imposed a significant increase in registration fees for property transactions for the first time since 2003. With stamp duty, cess, and registration fees now totalling 7.6% of the property value, Bengaluru homebuyers face a higher financial burden, especially for mid-segment and affordable housing categories.
As per the revised structure effective August 31, 2025, registration fees have risen from 1% to 2%. This change pushes the total statutory cost to 7.6%, comprising 5% stamp duty, 2% registration fee, and 0.6% in cess and charges. For a ₹75 lakh property, buyers now pay ₹1.5 lakh for registration alone, up from ₹75,000. The total additional charge for a ₹1 crore flat is ₹1 lakh, making the final amount payable ₹1.076 crore in Bengaluru. A ₹2 crore apartment now costs ₹2.152 crore, with ₹15.2 lakh in charges.
As per news reports, the fee hike places added pressure on budget-conscious buyers already navigating a high-cost housing environment. The overall cost of acquiring property now significantly exceeds base prices, with extra payments for documentation, fire NOCs, utility connections, and more. Homeowners report spending 40% to 45% extra on total compliance, complicating affordability for middle-class buyers.

Despite the hike, Karnataka's stamp duty and registration costs still remain competitive compared to neighbouring states such as Tamil Nadu, where stamp duty is 7% and registration fees are 4%.
