In a series of progressive moves aimed at empowering the youth, preserving cultural heritage, and extending welfare support, the Bihar Cabinet, chaired by Chief Minister Nitish Kumar, recently approved several landmark schemes. These initiatives reflect the state government's commitment to inclusive development and cultural enrichment. Here’s a detailed look at the major schemes approved:

Mukhya Mantri Pratigya Scheme: Paid Internships for Youth

To address youth unemployment and enhance industry readiness, the Bihar government launched the Mukhya Mantri Pratigya Scheme (Bihar Internship Scheme). This scheme offers financial assistance to young individuals for undertaking internship programs after clearing their Class 12 board exams.

Key Highlights of Bihar Internship Scheme

  • Open to youths aged 18–28 years.
  • Eligible candidates include those who have completed Class 12, ITI diploma, graduates, or postgraduates, and those trained under any skill development program.
  • Internship duration ranges from 3 to 12 months.

  • ₹4,000 for Class 12 pass students
  • ₹5,000 for ITI diploma holders
  • ₹6,000 for graduates and postgraduates

Mukhya Mantri Kalakar Pension Yojana

To support veteran artists and preserve Bihar’s traditional visual and performing arts, the government approved the Mukhya Mantri Kalakar Pension Yojana.

Key Features:

  • A monthly pension of ₹3,000 for eligible artists.
  • Artists must have dedicated at least 10 years to traditional art forms.
  • Must be 50 years or older.
  • Annual income must not exceed ₹1.20 lakh.

Mukhya Mantri Guru-Shishya Parampara Yojana

To conserve and promote endangered art forms, the Guru-Shishya Parampara Yojana will facilitate a traditional mentorship program where seasoned artists (gurus) train young talent.

Scheme Details

  • Training period: 2 years.
  • Monthly incentives:

  • Gurus: ₹15,000
  • Musicians: ₹7,500
  • Pupils: ₹3,000

Extension of Mukhya Mantri Chikitsa Sahayta Kosh

The Cabinet decided to extend the benefits of the Chief Minister’s Medical Aid Fund to elected Panchayati Raj representatives.

Grant Details

  • Cancer: ₹80,000 – ₹1.20 lakh
  • Heart ailments: ₹60,000 – ₹1.80 lakh
  • Brain surgery: ₹3 lakh
  • Eye surgery: ₹20,000 – ₹40,000
  • Spinal surgery: ₹1.80 lakh
  • Kidney transplant: ₹3 lakh
  • Total hip replacement: ₹1.70 lakh
  • Total knee replacement: ₹1.50 lakh
  • Trauma/accident/brain haemorrhage: ₹1 lakh

Retired Judges’ Welfare: Domestic Help and Communication Allowance

The Cabinet also approved rules to support retired chief justices and high court judges through the Retired Chief Justices and Judges Domestic Help Rule and Other Benefits Rules, 2025.

Financial Benefits

  • ₹55,000 for domestic help/driver (retired judge or spouse)
  • ₹60,000 for retired chief justices or judges elevated to the Supreme Court
  • Additional ₹15,000/month for Cell phone, landline, internet, secretarial and security services
