India Simplifies Visa Rules for Chinese Professionals to Aid Manufacturing Sector

As per news report, India has implemented reforms to simplify visa procedures for foreign technical professionals, particularly Chinese engineers and experts.  

The new steps will reduce delays and improve operations for companies dependent on overseas installation, commission, and training services, especially those importing machinery from China. 

Visa Reforms to Support Technical Services and Factory Installations 

The Department for Promotion of Industry and Internal Trade (DPIIT) announced changes to the visa rules as of November 29, 2025. Under the new e-Production Investment Business Visa (e-B-4 Visa), Indian companies can now request e-visas through an online module that helps generate sponsorship letters for Chinese professionals.  

The streamlined system eliminates the previous need to route files through multiple ministries for approval. 

These changes target the facilitation of production-related activities such as machine installation, maintenance, commissioning, quality assurance, and plant design. Such services have commonly relied on Chinese expertise, given that significant machinery used in Indian factories is imported from China. 

Impact on Electronics and Solar Manufacturing 

Industry insiders estimate that delays in visa approvals led to losses amounting to nearly $15 billion over 4 years in the electronics sector. Companies expressed difficulties in finding skilled personnel to manage quality checks and technical instruction due to entry barriers for foreign talent.  

The new visa regime could reduce downtime and improve production efficiency for those deploying specialised foreign equipment within India. 

Chinese electronics companies with Indian operations, such as Xiaomi, had previously faced multiple challenges due to the restricted movement of professionals. Visa restrictions also affected the solar industry, particularly where specific knowledge in handling imported systems was crucial.

Diplomatic Context and Administrative Changes 

The visa rule relaxation follows a meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping in 2025.  

This was the first high-level engagement since border tensions in 2020. With the easing of visa restrictions, procedural red tape has been removed, allowing quicker processing based on digitally submitted sponsorship requests.
