Rail Vikas Nigam Limited (RVNL) is a key player in India’s infrastructure development, especially in the railway sector. Commenced its operations in 2005 under the Ministry of Railways, RVNL plays a crucial role in augmenting and modernising India's rail infrastructure through project implementation, execution, and management.

RVNL plays a pivotal role in the development and modernisation of railway infrastructure in India. Its primary responsibility lies in the operation and maintenance of railway projects, in collaboration with Zonal Railways.
RVNL is entrusted with arranging financial resources for various projects by engaging with financial institutions, banks, and domestic as well as international funding agencies. It is also empowered to undertake complete project development and execution, from conceptualisation to commissioning.
In addition to executing works, RVNL has the authority to create project-specific Special Purpose Vehicles (SPVs) when necessary and explore opportunities for project commercialisation wherever feasible. Upon completion, the operation and maintenance responsibilities are handed over to the relevant Zonal Railway under predefined financial arrangements.
To ensure a steady revenue stream, RVNL may implement projects under the Build-Operate-Transfer (BOT) model, wherein the Ministry of Railways pays access or user charges for utilising the developed infrastructure.
RVNL’s operations span across India, with a presence in almost every major state. It works in coordination with Indian Railways’ zonal offices and state governments. The company’s strategic role has grown significantly in recent years due to India’s push for infrastructure development and increased capital allocation for railway expansion and modernisation.
In addition to railway projects, RVNL is also diversifying into other infrastructure segments such as metro rail, bridges, tunnels, and port connectivity. It participates in Public-Private Partnership (PPP) projects and joint ventures, increasing its footprint in India’s broader infrastructure space.
