The Goods and Services Tax Network (GSTN) has announced major system upgrades aimed at making refund applications smoother and more transparent for taxpayers.
The changes specifically target refunds claimed under the category “On account of Assessment/Enforcement/Appeal/Revision/Any Other Order (ASSORD),” which previously faced several restrictions.
Earlier, refund claims were permitted only if the cumulative balance under a Demand ID was negative and the status displayed “Refund Due.” This posed a problem for taxpayers when certain minor heads showed negative balances, but the overall balance was zero or positive.
The new enhancements remove this obstacle. Refunds can now be filed irrespective of the Demand ID status. Taxpayers will also be able to claim refunds even when the overall balance is zero or positive, as long as at least one minor head carries a negative balance. Importantly, only the negative amounts will be auto-populated in the refund form (RFD-01), ensuring that positive amounts within the demand cannot be included in claims.
Additionally, the system will automatically suggest the most recent order, such as an order-in-original, rectification order, or appellate order, linked with the negative balance. Tooltips have also been added near the Order No. and Demand ID fields to provide clear instructions and minimise filing errors.
GSTN has assured that a detailed user manual and FAQs will be released soon to guide taxpayers. In case of issues, users can raise tickets with the GST helpdesk. As per news reports, many taxpayers with partial negative balances under minor heads were previously unable to access legitimate refunds. The revised framework is expected to make the refund process more streamlined, practical, and taxpayer-friendly.

By allowing refunds on partial negative balances and offering guided system features, GSTN has significantly reduced compliance hurdles for taxpayers. The move is anticipated to enhance trust in the refund mechanism and make the process more efficient, ensuring quicker access to rightful claims.
