President and COO of SpaceX, Gwynne Shotwell, met with Union Communications Minister Jyotiraditya Scindia on Tuesday, just days after Starlink secured a long-awaited licence to operate satellite internet services in India. The meeting signalled SpaceX’s growing commitment to the Indian market.
Scindia, in a social media post, described the meeting as “productive” and focused on unlocking the potential of satellite communications to support the Digital India vision. He added that both sides explored ways to empower citizens through cutting-edge internet access.
Highlighting the importance of the technology, Scindia said, “Satellite technologies are not just relevant, they're transformative.” He also noted that Shotwell appreciated the licence granted to Starlink and called it “a great start to the journey.”
Earlier this month, Starlink was granted a telecom licence by the Department of Telecommunications (DoT), authorizing it to provide satellite-based internet services in the country. This makes Starlink the third company, after Eutelsat OneWeb and Jio Satellite Communications, to receive such a licence in India.
A fourth player, Amazon’s Project Kuiper, is still awaiting regulatory clearance.
Unlike traditional satellite services that rely on geostationary satellites, Starlink uses the world’s largest constellation of low Earth orbit (LEO) satellites, placed around 550 km above Earth. This enables high-speed, low-latency internet, making it ideal for underserved regions.
Described as “broadband beamed from the skies,” Starlink is expected to bring internet access to rural and remote areas across India—regions that conventional broadband services struggle to reach.
Starlink has reportedly signed collaboration agreements with Indian telecom giants Reliance Jio and Bharti Airtel, which together dominate over 70% of the local telecom market. These partnerships could help Starlink swiftly scale operations and integrate into existing networks once its rollout begins.

The meeting between SpaceX’s top leadership and Indian authorities signals a new chapter for satellite internet in the country. With regulatory approval in hand and strategic telecom alliances lined up, Starlink’s India entry is no longer a matter of if, but when. If successful, it could significantly boost digital inclusion and infrastructure in one of the world’s fastest-growing internet markets.
