
The Goa government has introduced the High-Support Disability Scheme, offering financial assistance to individuals with benchmark disabilities who need intensive support. Under the scheme, eligible beneficiaries will receive ₹40,000 over five years, with complete freedom to utilise the funds.
The initiative was launched by Social Welfare Minister Subhash Phal Desai at a state event, marking a significant step in disability welfare. Goa is the first state in India to roll out such dedicated financial support for high-support needs.
The scheme provides a one-time grant of ₹40,000 to persons with benchmark disabilities requiring high levels of assistance. Beneficiaries can use the amount for assistive devices, personal care, educational needs, or vocational training.
Applicants must be residents of Goa and belong to families with an annual income below ₹8 lakh. The scheme can be availed once every five years, and misuse or false declarations will lead to cancellation and recovery of funds.
Parents or guardians of applicants must obtain a High Support Need Certificate from authorised centres, including North Goa District Hospital, South Goa District Hospital, Goa Medical College (GMC), or the Institute of Psychiatry and Human Behaviour (IPHB). The scheme ensures flexibility, allowing beneficiaries to use the grant for therapeutic interventions such as physiotherapy or speech therapy, or even for starting small businesses.
The Minister confirmed that recipients of wheelchairs or monthly pensions under other schemes will remain eligible. This approach ensures that the scheme complements existing welfare measures without imposing restrictions.
The Social Welfare Minister stated that assistance for three beneficiaries has already been sanctioned, with more applications under review. Beyond financial aid, the department will also provide additional support devices without restrictions.
The newly formed disability department has rolled out this scheme promptly, reflecting its commitment to inclusive welfare. Officials emphasised that the scheme is designed to address diverse needs, including therapy, vocational training, and small business support.
State Commissioner for Persons with Disability, Guru Prasad Pawaskar, highlighted that this is the first scheme launched by the department. He noted that the flexibility of the scheme allows usage beyond aids and appliances, covering therapeutic interventions and vocational assistance.
Pawaskar also shared updates on the Divyang Rath mobile unit, which recently provided physiotherapy and occupational therapy within 12 hours of receiving a case. The department currently attends to 40–50 patients through home-based services for senior citizens, offering free physiotherapy and other therapies across Goa.
