Satellite communication companies, including Elon Musk’s Starlink, are preparing to enter the Indian market with competitively priced unlimited data plans. As per The Economic Times, these firms are expected to offer promotional plans priced below $10 (around ₹840) per month to rapidly gain subscribers and balance the high spectrum costs through economies of scale.
These companies are eyeing a customer base of up to 10 million in the mid-to-long term. To achieve this, they plan to introduce highly affordable pricing, even as the Telecom Regulatory Authority of India (TRAI) has recommended a monthly urban user charge of ₹500, making satellite spectrum costlier than terrestrial networks.
Despite this premium, strong players like Starlink can compete in urban India. As per The Economic Times, Ashwinder Sethi, partner at global TMT consulting firm Analysys Mason, stated, “Despite the high spectrum charges and license fees, satcom companies are expected to launch at low price point in India — likely sub-$10 — so as to achieve good take up and amortise their fixed costs (upfront capex incurred) over a larger customer base."
TRAI’s recommendations include a 4% levy on adjusted gross revenue (AGR) and a minimum annual spectrum fee of ₹3,500 per MHz. Satcom providers must also pay an 8% licence fee for offering commercial services. These proposals are pending final approval from the government. Though the plans are promising, satellite broadband remains far more expensive than traditional broadband in India.
Starlink, after receiving the Department of Telecommunications’ go-ahead, now awaits final clearance from IN-SPACe to begin its Indian operations. Eutelsat OneWeb and Jio Satellite Communications, which obtained licences in 2021 and 2022, respectively, also had to wait nearly two years for similar approval.
IN-SPACe, formed in June 2020 under the Department of Space, is a single-window agency for regulating and enabling private participation in space-based services.

Despite regulatory fees and licensing hurdles, satellite communication providers are preparing for an aggressive push into the Indian broadband market. If approvals are granted, companies like Starlink are poised to reshape the connectivity landscape with disruptive pricing and global technology.
