In a decisive step towards strengthening the social security net, the Employees’ State Insurance Corporation (ESIC) has launched SPREE 2025, the Scheme for Promotion of Registration of Employers and Employees.
The initiative aims to encourage unregistered employers and employees, particularly from the contractual and temporary workforce, to enrol under the ESI Act without the burden of retrospective liabilities. The scheme reflects the government’s commitment to inclusive labour welfare and simplification of compliance procedures.
SPREE 2025, approved during ESIC’s 196th Corporation Meeting in Shimla, chaired by Union Minister Dr Mansukh Mandaviya, will be active from July 1 to December 31, 2025. The scheme offers a unique opportunity for businesses and workers currently outside the ESI network to register themselves without fear of inspections or penalty for prior non-compliance.
The scheme’s design ensures a hassle-free registration experience, outlined through the following provisions:
By removing barriers such as the fear of penalties and complex paperwork, SPREE 2025 encourages voluntary compliance. In the past, late registration often triggered legal notices and backdated dues, discouraging many from joining the ESI framework. The new scheme directly addresses these concerns.
SPREE 2025 aligns with ESIC’s broader vision of universal and inclusive social protection. It particularly benefits those in contractual and informal sectors, who often miss out on crucial health and welfare benefits due to a lack of registration. By simplifying the process, ESIC not only promotes legal compliance but also strengthens the foundation of a welfare-driven labour system in India.

The launch of SPREE 2025 is a progressive step that reflects the government’s resolve to build a more inclusive social security ecosystem. By offering immunity from retrospective liabilities and streamlining digital registration, the scheme opens the doors for lakhs of workers and employers to step into the formal fold of ESI, reinforcing India’s journey towards equitable labour welfare.
