On July 4, 2025, the Maharashtra government officially legalised electric bike taxi services under the Maharashtra Bike-Taxi Rules, 2025. This marks a strategic move to boost green transport and solve last-mile connectivity issues in cities.

Electric Bike Taxis Cleared to Operate Under Strict Norms

As per the newly notified rules, only electric two-wheelers will be allowed for taxi services across Maharashtra. Platforms such as Uber and Rapido can begin operations once they register and obtain a license. To qualify, aggregators must maintain a minimum fleet of 50 electric bikes registered in the state and pay a licensing fee of ₹1 lakh along with a ₹5 lakh security deposit. The license will be valid for 5 years.

Mandatory Safety and Operational Conditions

Each taxi must be painted yellow and display ‘Bike Taxi’ with reflective text. Riders must offer yellow helmets to passengers and sanitise them after every trip. Only drivers aged 20 to 50 with a valid commercial licence and PSV badge will be allowed to operate. Police verification, periodic fitness checks, and city route familiarity are compulsory.

User Safety and Data Protection Measures

Street hailing is not permitted; all rides must be app-booked. Aggregators must include features like GPS tracking, panic buttons, a preference for female drivers, and 24/7 support rooms. Additionally, apps must comply with the Digital Personal Data Protection Act, 2023, ensuring proper handling of customer data.

Local Authority Oversight and City-Specific Controls

Local RTOs will determine fares, routes, live tracking systems, and emergency response processes. City municipal bodies will manage the integration of bike taxis with public transport. Driver duty is capped at 8 hours daily, and each ride must not exceed 15 km.
