Karnataka Unveils KEO: A Low-Cost AI PC to Close the Digital Divide

Karnataka launched KEO, a low-cost AI-ready PC to improve computer access for students, households and small businesses across the state.

Karnataka has introduced KEO, a compact personal computer built jointly by the state’s Electronics and IT Department and KEONICS. The device is meant to address low computer ownership, which stands below 10% nationally and about 15% in the state. The government is to expand basic access to computing for households, students and small businesses. 

Core Features and Technical Base 

KEO is based on an open-source RISC-V processor and runs a Linux operating system. It includes 4G, Wi-Fi, Ethernet, USB-A, USB-C and HDMI support, along with an audio jack.  

The system comes with preloaded tools for learning, programming and productivity, allowing users to begin working without additional installations. The device is designed to function as a full PC at a lower cost than standard machines. 

On-Device AI and Education Support 

One of the key additions is an AI core that works without internet access. The device includes BUDDH, an AI agent trained on the Karnataka DSERT syllabus, created to help students in areas with limited connectivity. This will help address the finding that over 60% of Indian students were unable to take part in online learning due to a lack of devices. 

Planned Use Across Institutions 

KEO will be distributed across schools, universities, government offices, small enterprises and households. The system is part of the state’s plans to make digital tools more accessible across districts. Officials from KEONICS have stated that using an open-source hardware stack allows more flexibility for local adaptation and future updates. 

Public Unveiling at Bengaluru Tech Summit 

Chief Minister Siddaramaiah will formally launch the device during the Bengaluru Tech Summit on 18 November 2025. Throughout the event, visitors will be able to see demonstrations of the device and understand its intended use in wider digital access programmes. 

Previous Low-Cost Computing Attempts 

India has tested similar approaches before, including the Aakash tablet project in 2011 and Kerala’s Coconics laptops in 2019. Both had limited uptake or delivery challenges. Karnataka’s KEO project draws from these earlier experiences while focusing on broad deployment within the state.
