The third Central Sanctioning and Monitoring Committee (CSMC) meeting, held on June 18, 2025, marked a significant milestone with the approval being granted under the leadership of Shri Srinivas Katikithala, Secretary, Ministry of Housing and Urban Affairs (MoHUA). 

The session witnessed the presence of senior officials and mission directors from multiple States and Union Territories, reflecting a collaborative effort towards the mission’s goals.

PMAY-U 2.0 Clears 2.35 Lakh Homes Across 9 States

In a significant move towards urban housing development, the Ministry of Housing and Urban Affairs (MoHUA) has approved 2,34,864 new houses under Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0).

9 States That Benefitted From The Approval

The approved houses span across 9 States: Assam, Bihar, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Uttar Pradesh. These approvals mark a considerable step in addressing urban housing demands in diverse regions of the country.

Houses Sanctioned Under BLC And AHP Verticals

The sanctioned units are part of the Beneficiary Led Construction (BLC) and Affordable Housing in Partnership (AHP) verticals of PMAY-U 2.0. The scheme operates through four main components: BLC, AHP, Affordable Rental Housing (ARH), and Interest Subsidy Scheme (ISS). With this latest round of approvals, the total number of houses sanctioned under PMAY-U 2.0 has reached 7,09,979.

Focus On Women, Transgenders, And Marginalised Groups

Inclusiveness remains a key objective of the scheme. Of the approved houses, more than 1.25 lakh units have been earmarked for women, including single women and widows. Additionally, 44 houses have been allocated to transgender individuals, affirming the scheme’s intent to promote social equity.

The allocation also covers marginalised communities with 42,400 houses for Scheduled Caste (SC) beneficiaries, 17,574 for Scheduled Tribe (ST) beneficiaries, and 1,13,414 for Other Backwards Classes (OBC).

Policy Direction And State-Level Recommendations

During the meeting, the Secretary urged larger States to formulate their own affordable housing policies, drawing inspiration from Maharashtra’s model. It was also recommended that beneficiaries under the AHP vertical be identified and linked in the early stages of the approval process to reduce future vacancies.

States and Union Territories were further advised to expedite the verification and attachment of beneficiaries who have applied through the unified web portal of PMAY-U 2.0 and prioritise applicants from Special Focus Groups.

Central Support And Eligibility Under The Scheme

PMAY-U 2.0 aims to provide financial support to 1 crore families in urban India to construct or purchase pucca houses. Eligible families can receive central assistance of up to ₹2.50 lakh per housing unit.

Individuals or families not owning a pucca house anywhere in the country are eligible to apply. Applications can be submitted directly through pmay-urban.gov.in or with assistance from Urban Local Bodies (ULBs).

Eligibility varies across verticals:

  • For AHP and BLC: Households with annual income up to ₹3 lakh
     
  • For ISS: Households with annual income up to ₹9 lakh
    In all cases, an Aadhaar or Aadhaar Virtual ID is required for registration.

Progress Under PMAY-U And National Adaptation Of Best Practices

Since its inception in June 2015, PMAY-U has led to the construction and delivery of over 93.19 lakh houses to beneficiaries. The revamped PMAY-U 2.0 now targets an additional 1 crore families from the EWS, LIG and MIG categories.

Conclusion 

Concluding the meeting, the Secretary highlighted the importance of knowledge sharing. States and Union Territories were encouraged to share their best practices on national platforms and consider adopting Transit Oriented Development (ToD), particularly around NAMO Bharat and metro stations in larger cities to improve urban connectivity and planning.
