India Launches Anti-Dumping Investigation Against Chinese Rubber Imports

India has launched an anti-dumping probe into Chinese imports of Halo Isobutene and Isoprene Rubber used in the auto industry after a complaint.

The Directorate General of Trade Remedies (DGTR), under the Commerce Ministry, has started an anti-dumping investigation into the import of a type of rubber from China. The case concerns Halo Isobutene and Isoprene Rubber (HIIR), which is mainly used in the automobile and manufacturing sectors. 

The probe follows a complaint filed by Reliance Sibur Elastomers, a domestic producer.

Complaint and Allegations

Reliance Sibur Elastomers has alleged that Chinese exporters are dumping HIIR in the Indian market at prices lower than its normal value. 

According to the company, this has caused harm to the domestic industry. Based on the data submitted, the DGTR found enough initial evidence to open a formal investigation into the imports.

Details of the Investigation

The DGTR stated that the investigation will examine whether dumping has occurred and if it has caused material injury to Indian producers. If confirmed, the authority may recommend the imposition of an anti-dumping duty. The Finance Ministry will take the final decision on whether to impose the duty or not.

Use of the Product

Halo Isobutene and Isoprene Rubber is used to make inner tubes for bicycles, passenger cars, trucks, and tyres for industrial and agricultural machinery. It is also used in making hoses, seals, tank linings, conveyor belts, protective clothing, and sporting goods such as ball bladders.

Trade and Regulatory Context

Anti-dumping investigations are carried out to check if imported products are being sold at unfairly low prices that hurt domestic industries. Countries can impose such duties under World Trade Organisation (WTO) rules. Both India and China are WTO members. India has previously imposed similar duties on various Chinese products to prevent market distortion.

Conclusion

The current investigation will determine whether imports of Chinese HIIR have caused injury to Indian manufacturers. Depending on the findings, the government may decide on an appropriate duty to regulate these imports.
