The Unique Identification Authority of India (UIDAI) has introduced new rules for Aadhaar enrolment and updates, effective July 2, 2025. These "Aadhaar (Enrolment and Update) First Amendment Regulations, 2025" replace the previous 2016 rules and bring revised lists of documents accepted for identity, address, relationship, and date of birth proof.

Aadhaar for Young Children (Up to 5 Years)

For children aged up to 5 years, Aadhaar enrolment can happen in two ways:

  • Head of Family (HoF) based enrolment: Here, the child's Aadhaar is linked to a parent or guardian. Documents like a Birth Certificate or a valid Indian Passport prove both relationship and date of birth. A document for legal guardianship also works for relationship proof.
  • Document-based enrolment: For children in recognised shelter homes or orphanages, a certificate from the Head of the Institution on a UIDAI Standard Certificate format can serve as proof of identity and address.

Aadhaar for Individuals Aged 5 Years or Above

For individuals aged 5 years and older, a wider range of documents is accepted for enrolment. These documents can act as proof of identity (POI), proof of address (POA), proof of relationship (POR), or proof of date of birth (PDB). Some common examples include:

  • For all proofs: Valid Indian Passport
  • For identity only: PAN Card / e-PAN Card, Driving Licence, CGHS / ECHS / ESIC / Medi-Claim Card.
  • For identity and address: Ration / PDS Photograph Card, Voter Identity Card, Disability ID Card, Photo ID/Certificate by the Government.
  • For identity, relationship, and date of birth: Service Photo Identity Card issued by Govt/PSU, Pensioner/Freedom Fighter ID Card, Mark-sheet/Certificate from recognised Board/University.
  • For address only: Electricity Bill, Water Bill, Telephone Bill (all not older than 3 months), Registered Sale/Gift Deed or Rent/Lease Agreement.
  • For date of birth only: Birth Certificate.

It's important to note that certain certificates issued on a UIDAI format by various officials (like MP/MLA, Gazetted Officer, Head of Shelter Home, Village Panchayat Head for rural areas) are also accepted, mostly for address proof.

Updating Existing Aadhaar Information

The new regulations also specify documents for updating information for individuals of any age. The list is quite similar to the enrolment list, but also includes some specific documents for updates, like:

  • Kisan Photo Passbook (POI, POA)
  • Marriage Certificate (POI, POA, POR)
  • School Leaving Certificate (SLC) / School Transfer Certificate (TC) (POI)
  • Bank Account Statement / Credit Card Statement (POA, not older than 3 months)
  • Property Tax Receipt (POA, not older than 1 year)
  • Self-declaration from Head of Family (HoF) certifying relationship (for address update only).

For date of birth (DoB) updates for individuals aged 0-18 years, a Birth Certificate issued by an authorised state authority is now mandatory.

Special Cases for Name, Gender, or DoB Change

For specific changes like name, gender, or date of birth, additional documents are required:

  • Name change: Gazette Notification of the new name along with supporting old photo ID.
  • Gender change: Medical Certificate from a surgeon.
  • DoB change (exception cases): Self-declaration as per the notified format along with a Birth Certificate.

Important Considerations

UIDAI will only accept documents that are currently valid and issued to the person presenting them. Information on the document should be verifiable online or offline. Also, if the issuing authority has stated that a document is not proof for a certain category, UIDAI will not accept it for that purpose.
