Indian expatriates in the UAE will see a major upgrade in passport services from October 28 2025, when the Passport Seva Programme 2.0 (PSP 2.0) goes live, as per the news report. The initiative will be executed via the consulates in Dubai and Abu Dhabi, with all Indian passport applications required to use a new online portal.

Key Features and Application Process

Under the new rollout, applicants will receive e-passports that incorporate an embedded electronic chip storing biometric and personal data, enhancing security and aligning with global standards. The process also allows users to upload ICAO-compliant photographs and signatures and enables corrections without re-entering full applications.

All services for Indian nationals in the UAE will be channelled through the portal starting October 28. The submission process includes an online application, appointment booking at BLS International centres, and onward biometrics/verification.

Implications for NRIs and India-UAE Ties

For Indian nationals residing in the UAE, which houses one of India’s largest overseas populations, this launch means streamlined, faster consular service and global travel readiness, given the new chip-enabled passport format. It also reflects India’s push to digitise and elevate citizen services abroad, supporting its broader strategic outreach with the UAE.
