The Department of Posts (DoP) and Bharat Sanchar Nigam Limited (BSNL) have joined hands in a new partnership designed to take telecom services deeper into India’s heartlands. The Memorandum of Understanding (MoU), signed on September 17, 2025, in New Delhi, aims to combine India Post’s unmatched postal network with BSNL’s telecom expertise to enhance mobile connectivity across the nation.
With more than 1.65 lakh post offices across the country, India Post will now act as a distribution channel for BSNL. These post offices will serve as Points of Sale (PoS) for SIM cards and recharge services, providing citizens with easier access to telecom facilities, especially in rural and remote regions where connectivity remains limited.
A proof of concept rolled out in Assam has already demonstrated strong results, showing the potential for a successful nationwide scale-up.
Under the agreement, BSNL will supply SIM stock and provide training, while the Department of Posts will onboard new customers and manage transactions in a standardised and secure way.
The agreement is initially valid for one year from September 17, 2025, with scope for renewal. Both parties have committed to robust monitoring, monthly reconciliations, and strict adherence to cybersecurity and data privacy norms.
Commenting on the initiative, Ms Manisha Bansal Badal, General Manager (Citizen Centric Services & RB) at the Department of Posts, highlighted that the collaboration combines India Post’s trusted network with BSNL’s telecom services to ensure affordable connectivity for all.
Shri Deepak Garg, Principal General Manager (Sales and Marketing-Consumer Mobility) at BSNL, added that this move would make BSNL services available “at every nook and corner of the country,” ensuring rural and underserved populations can conveniently access mobile facilities at their nearest post office.
