India, Vietnam Sign Agreement to Expand Defence Partnership

India and Vietnam signed agreements to boost defence ties, including a submarine rescue pact and plans for greater industry collaboration.

India and Vietnam on Monday signed two agreements to strengthen their defence ties. The documents were finalised during the 15th India-Vietnam Defence Policy Dialogue (DPD) held in Hanoi. 

The meeting was co-chaired by Defence Secretary Rajesh Kumar Singh and Vietnam’s Deputy Minister of National Defence, Senior Lt Gen Hoang Xuan Chien.

Submarine Search and Rescue Agreement

A Memorandum of Agreement (MoA) was signed to create a framework for mutual submarine search and rescue support.

The arrangement will help both countries assist each other in case of any submarine-related emergencies. It aims to improve coordination and establish procedures for joint action if required.

Defence Industry Collaboration

A Letter of Intent (LoI) was also signed to support cooperation between the two countries’ defence industries.

It includes plans for technology transfer, research collaboration, and joint production of defence equipment. The document also mentions joint ventures, exchange of experts, and procurement of materials for defence manufacturing.

Review of Ongoing Cooperation

Both sides reviewed progress made in hydrography cooperation, training programmes, ship visits, and capacity building. They discussed collaboration in new areas such as cybersecurity, artificial intelligence, and real-time information sharing. The talks also covered military medicine and other emerging domains.

Policy Dialogue Outcomes

The Defence Policy Dialogue serves as a platform to assess existing defence cooperation and identify new areas of engagement. During the visit, the Defence Secretary met Vietnam’s Minister of National Defence, Gen Phan Van Giang, and briefed him on the key outcomes of the meeting. The discussions also included an exchange of views on the regional security situation.

Conclusion

Under the ongoing defence industry cooperation framework, both countries agreed to hold the next meeting in December 2025. The 16th edition of the Defence Policy Dialogue will take place in India in 2026, continuing efforts to expand bilateral defence cooperation.
