Starting July 1, 2025, Delhi enforces a stringent vehicle scrappage policy, officially banning petrol vehicles older than 15 years and diesel vehicles over 10 years from refuelling at fuel stations. The move is part of the government’s broader push to curb vehicular pollution and align with previous court directives.
Under the new scrappage policy, petrol and diesel vehicles falling under the End-of-Life (EOL) category will no longer be allowed to refuel within Delhi. Petrol pumps will deny service to petrol vehicles older than 15 years and diesel vehicles over 10 years. Nearly 90% of Delhi’s 400 fuel outlets are being monitored to implement the ban using Automatic Number Plate Recognition (ANPR) cameras for enforcement.
Offenders will face immediate vehicle impoundment, with their vehicles directed to registered scrapping facilities. Strict compliance will also be expected from fuel stations, which may face legal action for violations.
Under the updated enforcement mechanism, refuelling attempts by End-of-Life (EOL) vehicles are now automatically blocked at fuel stations, triggering instant alerts to enforcement agencies. Once seized, 2-wheelers are subject to a penalty of ₹5,000, while 4-wheelers incur fines of ₹10,000, in addition to towing and storage costs.
Vehicle owners must either provide a written assurance to keep their EOL vehicles off Delhi roads or obtain a No Objection Certificate (NOC) to relocate them.
Real-Time Monitoring and On-Ground Enforcement
Delhi’s Transport Department, in coordination with the Traffic Police and municipal bodies, has deployed nearly 200 enforcement teams across the city. ANPR systems installed at entry points and petrol stations will flag prohibited vehicles. Fuel stations must also maintain logs of denied refuelling requests and submit weekly reports to the Commission for Air Quality Management (CAQM).

With over 6.2 lakh EOL vehicles currently registered in Delhi, this move directly impacts thousands of vehicle owners. Many have raised concerns over the rigid age-based rules, arguing that well-maintained vehicles are being scrapped despite passing pollution checks. Some owners are considering relocating their vehicles to other states or applying for re-registration outside the NCR to continue usage.
Following Delhi’s lead, similar scrappage enforcement is planned in Gurgaon, Ghaziabad, and other NCR cities by November 1, 2025. By April 1, 2026, the policy is expected to be in effect across all of NCR, tightening regional efforts against vehicular emissions.
The implementation of Delhi’s vehicle scrappage policy from July 1, 2025, signals a serious step toward improving air quality. While it imposes restrictions on older vehicles, it also reinforces Delhi’s commitment to sustainable mobility and pollution control through firm regulation and technological integration.
