On July 16, 2025, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the launch of the “Prime Minister Dhan-Dhaanya Krishi Yojana” (PM-DDKY), a first-of-its-kind, agriculture-focused initiative aimed at revitalising farming and allied activities across 100 districts over the next 6 years, starting from FY 2025–26.

This new scheme targets the comprehensive transformation of agricultural performance at the grassroots. For the first time, a government scheme of this scale will exclusively concentrate on agriculture and allied sectors like animal husbandry, fisheries, and agro-processing.

Objectives for Rural Transformation

PM-DDKY seeks to:

  • Boost agricultural productivity
  • Promote crop diversification and sustainable practices
  • Expand post-harvest storage at the panchayat and block levels
  • Improve irrigation infrastructure
  • Ensure better access to short-term and long-term agricultural credit

These efforts align with the Union Budget 2025–26, which called for targeted development in 100 priority districts.

Convergence of Schemes for Integrated Implementation

The scheme will be implemented through the convergence of 36 existing schemes across 11 Central Departments, alongside relevant State programs and private sector participation. This collaborative model is designed to maximise resource efficiency and community involvement.

Targeted District Selection Based on Key Indicators

The 100 districts will be chosen using three core criteria:

  1. Low agricultural productivity
  2. Low cropping intensity
  3. Inadequate credit disbursement

District allocation per state/UT will be determined by the share of Net Cropped Area and operational holdings, with a minimum of one district selected from each state to ensure nationwide coverage.

Multi-Tier Planning and Monitoring Mechanism

To ensure effective execution:

  • Committees will be formed at the district, state, and national levels
  • Each district will develop a tailored District Agriculture and Allied Activities Plan, approved by the District Dhan Dhaanya Samiti, which will include progressive farmers as members
  • Plans will align with national priorities such as soil and water conservation, natural and organic farming, and agricultural self-sufficiency

Driving Atmanirbhar Bharat through Agricultural Reform

As the scheme takes effect, improvements in these targeted districts will lift the national averages across key agricultural indicators. This will lead to:

  • Increased productivity and value addition
  • Enhanced rural livelihoods
  • Strengthened domestic food production
  • Acceleration toward a self-reliant Atmanirbhar Bharat
